Smart building, architectural gem

Less than a month after the presidential election of February 24, 2019, the countless ribbons cut by Maki Sall are countless. But if some members of the government needed to preserve only one of the museums, sections of roads and port infrastructure recently opened by the inaugural president, this would undoubtedly mean an administrative building. The infrastructure in which the government is located has been fully restored by the Senegalese company "Bamba Ndiaye Group". Thus, after many years of work, the new administrative building will be solemnly opened by the President of the Republic, Makki Sall.

Relocation of the National Archives delays work by almost 3 years

The rehabilitation work was funded by the state of Senegal and Boud at the level of 30.9% and 60.1% respectively. And if the starting work order was issued on September 6, 2013, the work did not actually begin until March 2016, after almost 3 years. This delay in the actual start of work is related to the time taken to move the National Archive. We are talking about 70 kilometers of archives that have been moved for this purpose.

But if the administrative building was restored, it was not restored. Indeed, innovation and modernization occurred during these major reconstructions of this flagship of our heritage. Among the innovations introduced in the new administrative building is the increase in the solidity of the main building. This was achieved by “strengthening the structure of the building with a system of 10 brackets with 125 micro piles fixed at a depth of 30 m; restoration of all floor slabs; restoration of the entire masonry in the acoustic light walls; reinforcement of facade tapes to support curtain walls ".

Always among the novelties improve the functionality of the book. In connection with this, various works on expansion and modification were made in order to significantly improve the working environment in the Building.

639 rooms, 9 conference rooms, 32 waiting rooms, 53 individual toilets, 61 toilet blocks, 12 elevators, 4 restaurants …

Among them, in particular, an increase in the number of rooms: from 539 to 639, 9 meeting rooms, 32 waiting rooms, 53 individual toilets, 61 toilet units, 23 warehouses, 67 technical rooms, 12 hostels. for security services – adding the 10th floor, including a conference room with 275 seats, a conference room with 70 seats, the implementation of two restaurants on R-1 and 10th floor for 286 and 318 seats, respectively, with modern kitchen equipment; an increase in the number of lifts from 7 to 12 and 2 lifts; rearrangement of ministerial offices located on the north and south wings of each level of the current floors (3rd floor 8th floor), with the addition of an office with an internal toilet, a waiting room and an assistant room for the Secretary General and an internal toilet for the office of directors of each minister.

Covered parking on 2 levels with a total capacity of 174 seats

This is not all, since the position of deputy secretary general of the government is planned. Covered parking was also built on 2 levels with a total capacity of 174 parking spaces. And six (06) elevators and two (02) lifts were added to the building. This also applies to sanitary blocks with twenty-two (22) new ones.

According to technicians, the restructuring of the ministerial offices located on the north and south wings of each level of the current floors (from the 3rd to the 8th floor), with the addition of an office with an internal toilet, a waiting room and a bathroom. an office for the Secretary-General and an internal toilet for the director of each ministry’s office.

Installation on the ninth floor of the office for the second deputy secretary general of the government, installation of an air renewal system from two central sewage treatment plants in accordance with regulations on occupational health and safety. at work; The installation of the GTB (Building Management System) system, the first in Africa to centralize the order and control of technical installations at a computer station, is another feature of the building. There are also various serviceable installations, including office lighting, office air conditioners, office blinds, air conditioners, inverters, outdoor lighting, an amplifier, a generator, elevators, solar energy and a fire safety system.

Completely safe water and electricity

Other new features introduced in the new administrative building, providing power security. In this part we mark the installation of 3 transformers, including backup and replacement; installation of 3 generators, including backup and replacement; installation of a safe fuel tank with a capacity of 30,000 liters, ensuring autonomy for 15 days; Connecting the building to a protected station. While for the provision of water supply, two highways are made simultaneously with the implementation of a 90,000 liter water tank.

In addition to the safety aspect, the project is based on the goal of reducing energy costs. This goal will be achieved thanks to a number of achievements, including the installation of a solar system covering 1561 m2 of photovoltaic panels with a capacity of 546 kW, which reduces power consumption by 50%. Thus, 1,667 kWh on holidays or 13,336 kWh per month are available to be provided to third parties, such as Senelec.

Intellectual building: Lamps go out after 10 minutes if the office is not busy; adjustable lighting depending on the lighting and the presence of the passenger; water leaks detected …

Also the implementation of low-emission glazing: a decrease in heat transfer coefficient; automatic shutdown of the air conditioner when opening doors and / or windows or an unoccupied office; automatic extinguishing of lamps after 10 minutes (the time is configured using Gtb), if the office is not busy; lighting control depending on the lighting and the presence of the passenger; installation of LED lights type; closed loop fountains or installing a water leak detection system … reinforce building intelligence.

Regarding the updating of fire safety standards, several measures have been taken. Indeed, with the implementation of the 10th floor, the building becomes IGH (high-rise building), which requires certain regulatory requirements in the field of fire safety. Thus, in close connection with the Civil Protection Directorate, appropriate facilities were created that comply with the regulations. Basically, it is passive protection of floors with the help of fire-resistant coating, implementation of a smoke evacuation network, restoration and compliance of energy supply and drinking water; installation of a fire detection network or installation of a RIA (Armed Fire Faucet) network, wet columns and hydrants.
