The Nintendo support webpage suggests that the DLC return to Smash Bros. Ultimate

Next year, Nintendo will release downloadable content for Super Smash Bros. Ultimate on the switch. If you register the game before January 31, you will get a Piranha Plant fighter. After that, you can count on five Challenger packs – each containing a new fighter, a new scene and a new music. If you choose Fighters Pass, you will also receive an exclusive Xenoblade Chronicles 2 Rex Mii Fighter Costume.

Now, the recent discovery on the official Nintendo support web page suggests that it is possible that new Mii Fighter costumes will appear. The site mentions how the Dii Mii Fighter Costume will be available in 2019, including one for $ 0.75. Since no additional information is provided, it is difficult to say what exactly this means at the moment. This may be due to Rex's costume — with plans to make it available outside of the Fighters Pass — or it may mean that the Mii Fighter DLC costume makes the return much larger. In any case, it seems that this DLC will be a separate transaction for the Fighters Pass.

It is worth noting that the costumes DLC previously offered in versions of the Wii U and 3DS. Super Smash Bros. when Boiler, Swordsman and Gunner were added to the series as game characters.
