HSE to Launch Guidance for Safe Loading of Vehicles

A surprise spot-check drive in England and Wales found that over 75 per cent of the 40 vehicles inspected did not follow loading safety norms, posing a potential threat to motorists and loading workforce.

Fourteen people have lost their lives and over 2,000 have been hurt by cargo falling from vehicles during loading or unloading in the UK in the last three years, and this is becoming a major concern.

During the three-day drive, Health and Safety Executive (HSE) inspectors and Vehicle Operator Services Agency (VOSA) officials inspected loaded vehicles in Wrexham, Birmingham, and Humberside. Even though a majority of vehicles called for remedial action, the drivers of the respective vehicles could quickly solve the problems in most of the cases, which led the HSE to believe that the unsafe practices were arising out of gross negligence.

Due to the staggering proportion of vehicles found to be flouting the norms, further checks are being planned to prevent untoward incidents arising out of this carelessness.

Most manual handling injuries involving loads are a result of fall of cargo from heights and poorly restrained loads, which shift inside the vehicle due to movement, and pose a risk of falling during unloading, Marcia Davies, Head of Injury Reduction at HSE, said. She also revealed that the HSE would soon launch a campaign to educate loaders, drivers, and others who need to be aware of safe loading practices.

Freight Transport Association (FTA) spokesperson, Jo Tanner, says overloaded or badly loaded lorries can lose balance on the road and present grave risks to motorists. They also pose a danger to loaders and unloaders. Efforts by HSE and VOSA to inculcate appropriate loading practices would have total support from FTA, he promised.
